Specific examples of cases where permission for re-entry

Regarding the novel coronavirus (COVID-19) infection, which is spreading throughout the world, for the time being, the Minister of Justice denying permission for landing to foreign nationals, who have a record of staying in certain countries or regions, etc.

However, re-entry may also be permitted if there are special exceptional circumstances corresponding to the individual situation

So what are special exceptional circumstances?


Specific examples of cases where re-entry may be permitted

A foreign national who departed from Japan with a re-entry permit (including a special reentry permit) for a country or region before such country or region where the foreign national was staying became an area subject to denial of landing

1. One's family is staying in Japan and now have become separated.

2. Departed from Japan with child who is enrolled in a Japanese educational institution, but is unable to go to school.

3. Need to re-enter Japan for treatment at a Japanese medical institution such as surgery (including re-examination) or childbirth.

4. Had to depart from Japan in order to visit a relative who was in critical condition abroad or to attend the funeral of a deceased relative.

5. Had to depart from Japan for treatment at a foreign medical institution such as surgery (including re-examination) or childbirth.

6. Had to depart from Japan after receiving a summons from a foreign court to appear as a witness.

As above, re-entry may be permitted only when a country or region before such country or region where the foreign national was staying became an area subject to denial of landing


For a country or region after such country or region where the foreign national was staying became an area subject to denial of landing, only "4,5,6" above may be permitted.

How to be permitted after re-entry?

After arriving at Japan, re-entry inspection'll be held. Only special exceptional circumstances accepted in re-entry inspection may re-entry to Japan.


What of documents needed to prove『Special exceptional circumstances』?

【In case of child who is unable to go to school of now have become separated with family

  • Resident register or documents what can prove that you are now living together

  • Child’s school certificate etc

【In case of giving birth in Japan】

  • Maternity passbook or documents what relates to your own maternity

【In case of visiting a relative who was in critical condition abroad or to attend the funeral of a deceased relative

  • Family relationships certificate etc

  • Documents what can prove relative who was in critical condition or deceased.


Re-entry will be permitted step by step now, however, denying permission for landing may be takes more time so please practice self-control with the exception of special exceptional circumstances above.
